The pastoral nomadism of Bakkarwals' lifestyle is threatened as they are trying to shift to other vocations, due to non-profitability of their ancient profession and lack of any help from any organization or government. The privileges given to them as scheduled tribe do not reach them. Their population is 1/5th of the state's population but their representation in legislation assembly is negligible, hence no say in the administration.
